Welcome - Saluti Prof. M. Fiorucci

The International Seminal Meeting on "The Evolving Concept of 'School Library' and Its Profession" was originally planned to be held on the 2nd of April 2020, at the Department of Education of Roma Tre University, within the IFLA School Libraries Section Mid-Year Meeting Initiatives (that were about to take place in Rome March 30-April 6, 2020 and have been postponed to the next year April 11-18, 2021).

Due to the global pandemic of the COVID-19 and following on the one hand the instructions by the WHO and the containment measures by the Italian Government, and on the other hand the request and expectations of many colleagues and school library professionals, the International Seminal Meeting is now turned into a "virtual" one.

The "virtual" International Seminal Meeting aims at gathering Worldwide and Italian scholars' and experts' contributions on new ways - through dynamic library spaces, attractive and interesting collections, stimulating school library programs and initiatives, strategic collaboration etc. - that school libraries, their professionals and associations are currently carrying on to address several issues (e.g. declining reading literacy, curriculum implementation, insufficient global competences etc).

Although the direct interaction and discussion with the experts and scholars will be missing, most of experts' contributions available in this blog in a PPT presentation format and/or video. Comments, reflections, exchange of experiences etc. are welcomed and will constitute the base for the next school library meeting (to be held on April 15, 2021.
In the hard times we are living and experiencing new and unexpected challenges, we bear very clearly in our mind that we have to turn disadvantages into advantages, difficulties into opportunities. Therefore we do believe that, although in this unconventional mode, this "seminal meeting" provides to those who are interested in the topics with a good opportunity to benefit from the experts' research, suggestions etc., and also a way to face the difficult situation that recently emerged and is still going on.

New challenges, a new historical frame, new conditions of life are in front of us: education and library science, universities, schools, kindergartens and nursey schools, different types of libraries, and their practitioners have to find innovative and effective ways of preparing and serving the 21st Century new generations and enable them to find their own way and place in our interconnected and complex world.

Il Seminario Internazionale su "Il concetto in evoluzione di 'biblioteca scolastica' e dei suoi professionisti" è stato programmato per svolgersi il 2 aprile 2020, presso il Dipartimento di Scienze della Formazione dell'Università Roma Tre, nell'ambito delle attività dell'incontro semestrale dell'IFLA School Libraries Section (che si sarebbero dovute tenere a Roma dal 30 Marzo al 6 Aprile, ora posticipate al prossimo anno, dall'11 al 18 Aprile 2021).

A causa della pandemia globale COVID-19 e seguendo, da una parte, le indicazioni dell'OMS e le misure per il contenimento del virus varate dal Governo italiano, e, dall'altra parte, la richiesta e le aspettative di tanti colleghi e operatori delle biblioteche scolastiche, il Seminario internazionale è stato convertito in "virtuale".

Il Seminario internazionale "virtuale" mira a raccogliere contributi di ricercatori ed esperti internazionali e italiani rigurdanti le nuove modalità che - attraverso  spazi bibliotecari dinamici, collezioni attrattive e interessanti, programmi e iniziative della biblioteca scolastica stimolanti, collaborazioni strategiche ecc. - le biblioteche scolastiche, i loro professionisti, associazioni e istituzioni stanno portando avanti per rispondere a diverse questioni (come, per esempio, competenze di lettura in diminuzione, attuazione del curricolo scolastico, competenze globali insufficienti ecc).

Sebbene venga a mancare, in questa modalità, l'interazione e la discussione con gli esperti e i ricercatori, la maggior parte dei contributi è accessibile in questo blog sotto forma di presentazione Power Point e/o come videointervento. Sono benvenuti commenti, riflessioni, scambio di esperienze ecc. e costituiranno la base per il seminario sulle biblioteche scolastiche (in programma per il 15 Aprile 2021).

Nei tempi difficili che stiamo vivendo e nei quali stiamo sperimentando sfide nuove e inaspettate, abbiamo ben chiaro in mente che dobbiamo trasformare gli svantaggi in vantaggi, le difficoltà in opportunità. Siamo perciò fortemente convinti che questo incontro seminariale, seppure in un modo non convenzionale, fornisca a quanti interessati agli argomenti una valida opportunità di beneficiare delle ricerche, dei suggerimenti ecc., e costituisca anche un modo di affrontare la difficile situazione, che è emersa recentemente e si sta protraendo.

Ci aspettano nuove sfide, una nuova cornice storica, nuove condizioni di vita: le scienze della formazione e la biblioteconomia, le università, le scuole, le scuole per l'infanzia e i nidi, le diverse tipologie di biblioteca, e i professionisti delle diverse strutture devono trovare modalità innovative ed efficaci di preparare e servire le generazioni del 21° secolo e dare loro gli strumenti per trovare la propria strada e il proprio posto nel nostro interconnesso e complesso mondo.

I miei auguri più cordiali per un fruttuoso scambio di risultati di ricerca, esperienze, idee!

Massimiliano Fiorucci, Head of the Department of Education, Roma Tre University, is Full Professor of Social and Intercultural Education. In the same Department, he is also Coordinator of CREIFOS (Center of Research on Intercultural and Development Education) (www.creifos.org) and Director of the Master program in "Intercultural Education". From 2007 to 2013 he has been coordinator of the PhD program in Education. From 2006 to 2013 he heas been Secretary of the Italian Pedagogical Society (SIPED) and in 2017 he was elected as member of the SIPED Board. In January 2019 he has been appointed Vice President of CUNSF (National Conference of the Heads of Departments of Education). His research interests focus mainly on intercultural education with particular reference to the issues of intercultural mediation and migrant literature. It also deals with social pedagogy, general pedagogy, adult education, analysis of cultural needs, quality of education and education in organizations.

School librarianship in the UK faces a number of pressing challenges that combine to leave individual school librarians in the dwindling number of schools that have libraries at the mercy of school-level administrators, most of whom have neither theoretical nor experiential understanding of the value that a properly staffed and funded school library programme adds to the education of our children. And then there is COVID-19, which transforms this pressing and complex challenge into a very real existential threat. Against this backdrop, the author’s attempts to make his school library integral to learning and teaching, rather than peripheral (or unnecessary), resulted in FOSIL, or Framework Of Skills for Inquiry Learning. FOSIL, which remains an unfolding inquiry, is heavily indebted to the work of Barbara Stripling, culminating in the ESIFC - Empire State Information Fluency Continuum, and Carol Kuhlthau, culminating in the GID - Guided Inquiry Design.
This paper is an introduction to and overview of FOSIL, and concludes with some thoughts on the potential contribution of FOSIL to school librarianship in the UK.

Nel Regno Unito la biblioteconomia scolastica affronta una quantità di sfide pressanti che si combinano tra di loro lasciando i bibliotecari scolastici nel numero sempre più debole di scuole che hanno biblioteche che si rimettono alla misericordia dei loro amministratori scolastici, molti dei quali non hanno alcuna conoscenza teorica né pratica del valore che un programma di biblioteca, dotato di adeguate risorse professionali e finanziarie, apporta all’educazione dei ragazzi. Inoltre, è intervenuta anche la pandemia da COVID-19, a trasformare le sfide pressanti e complesse in un vero e proprio pericolo esistenziale. Contro [il rischio] di una tale regressione, il tentativo dell’Autore di rendere la propria biblioteca scolastica integrale all’apprendimento e all’insegnamento, invece che periferica (quando non necessaria), si è concretizzato in FOSIL, acronimo di Framework Of Skills for Inquiry Learning, ovvero Quadro di riferimento delle competenze per un apprendimento basato sull’indagine. FOSIL, che rimane una ricerca in continua evoluzione, ha un profondo debito di riconoscenza ai lavori di Barbara Stripling e Carol Kuhlthau, rispettivamente culminati nell’ESIFC - Empire State Information Fluency Continuum [Percorso di continuità nell’educazione alla competenza informativa dell’Empire State, New York] nel GID - Guided Inquiry Design [Progettazione della ricerca guidata].
Questo contributo illustra FOSIL, dandone una panoramica, e si conclude con alcune riflessioni sul potenziale contributo di FOSIL alla biblioteconomia scolastica nel Regno Unito.

Darryl is Head of Library and Archives at Oakham School, Rutland, UK. He serves on the National Committee of the School Libraries Group (SLG) of the Chartered Institute of Library and Information Professionals (CILIP), the Board of the School Library Association (SLA), the Section Standing Committee for School Libraries of the International Federation of Library Associations and Institutions (IFLA), and is a Fellow of the Royal Society of the Arts (RSA). He was shortlisted for the CILIP Information Literacy Group (ILG) Information Literacy 2019 Award for work on FOSIL leading to the formation of the FOSILGroup, and the FOSIL Group has been shortlisted for the CILIP ILG Digital Information Literacy 2020 Award. Oakham School was also shortlisted for the Strategic Education Initiative of the Year Award in the Tes Independent School Awards 2020 for setting up the FOSIL Group website. He trained as a Workshop Leader for IB Diploma Programme Librarians and, before becoming a professionally qualified librarian in 2003, taught Religious Studies & Philosophy. Darryl is the originator of FOSIL and the FOSIL Group, a growing community of education professionals collaborating on equipping children with the kind of knowledge that will help them to gain more knowledge for themselves (Seymour Papert).

Le persone, per sopravvivere, svilupparsi e rilassarsi, hanno bisogno di conoscere se stesse, il loro ambiente fisico e sociale. Tale conoscenza può essere raggiunta attraverso tre processi - osservazione, conversazione e consultazione –, che si devono apprendere. I governi giocano un ruolo importante in questo processo in quanto essi fissano gli obiettivi educativi finali e facilitano l’infrastruttura. 3 Nel sistema educativo, le biblioteche scolastiche svolgono un ruolo importante: funzionano come centri in cui apprendere come accedere alle informazioni in modo efficace, efficiente ed etico e sono un canale verso tali informazioni sia fisiche che digitali. Le ricerche mostrano come gli studenti con una buona biblioteca scolastica funzionante hanno risultati migliori degli studenti privi di biblioteca scolastica. Per avere una buona biblioteca scolastica è necessaria una “politica di biblioteca scolastica”, in cui siano descritti i fini, i compiti, le responsabilità e le procedure di tutti gli interlocutori. Nel 2015 l’IFLA School Libraries Section ha pubblicato la seconda edizione delle IFLA School Library Guidelines, approvate dalla IASL (International Association of School Librarianship) e tradotte in 20 lingue. Il comitato congiunto IASL/IFLA ha anche sviluppato un insieme di materiali laboratoriali – Introduzione e sei Moduli - basati su tali Linee guida, liberamente accessibili e adattabili ai bisogni locali.   In order to survive, to develop and to relax, people need knowledge about themselves, their physical environment and their social environment. They can find this knowledge in three processes: observation, conversation and consultation.

These processes have to be learned. Governments play an important role in this process as they determine the final objectives of education and facilitate infrastructure.

In this educational system school libraries play an important role. They function as a learning centre on how to have effective, efficient and ethical access to information and are a channel to this information in both physical and digital form.

Research shows that students of schools with a good working library perform better than students of schools without a school library. To have a good working school library there should be a ‘School Library Policy’ in which the aims, tasks, responsibilities and procedures of all stakeholders is described.

In 2015 the IFLA School Libraries Section published the 2nd edition of the IFLA School Library Guidelines. Since then it has been approved by IASL {International Association of School Librarianship] and translated into 20 languages. The IASL / IFLA Joint Committee has also developed a set of workshop materials based on the Guidelines. Workshop materials consists of an Introduction and six Modules. The material can be used freely and adapted to meet local needs.

Albert K. Boekhorst (1943) è uno scienziato dell'informazione semi-pensionato dell'Università di Amsterdam. È stato in servizio presso il Dipartimento di Scienza dell'Informazione dell'Università di Pretoria dal 1995 al 2001 come "Visiting Lecturer" e dal 2001 al 2011 come "Visiting Professor"; attualmente è ricercatore associato presso tale Dipartimento.

I suoi interessi di ricerca si concentrano sull'accesso all'informazione, in particolar modo, sulla competenza informativa e mediatica (Media and Information Literacy - MIL) e il ruolo delle biblioteche (comprese quelle scolastiche).

Tra le altre cose, è "Information Officer" dell'IFLA School Libraries Section, Vicepresidente (addetto alle Relazioni con le Associazioni) della IASL (International Association of School Librarianship), Coordinatore dell'ENSIL (European Network for School Libraries and Information literacy) e membro dell'Associazione olandese dei documentalisti (KNVI).

Ha partecipato a molti incontri dei Gruppi di esperti dell'UNESCO sulla "Media and Information Literacy" e ha coordinato, per l'UNESCO, a livello mondiale la serie di workshop di formazione dei formatori per la competenza informativa (Information Literacy).

Albert K. Boekhorst (1943) is a semi-retired information scientist (Universiteit van Amsterdam). He has been attached to the Department of Information Science of the University of Pretoria from 1995 – 2001 as a Visiting Lecturer and from 2001 – 2011 as Visiting Professor. He is currently a Research Associate at the Department.

His research concentrates on the access to information, especially on Media and Information Literacy (MIL) and the role of (school) libraries.

Among others he is Information Officer of the IFLA School Libraries section, Vice President (Association Relations) of IASL (International Association of School Librarianship), Coordinator of ENSIL (European Network for School Libraries and Information literacy) and member of KNVI (Dutch Association for Information Professionals).

He participated in several UNESCO Expert Group Meetings on Media and Information Literacy and coordinated the worldwide UNESCO TtT in Information Literacy workshops series.

He was involved in writing the UNESCO-IFLA MIL Recommendation. Presently he also participates in ‘The Global Alliance for Partnerships on Media and Information Literacy’ (GAPMIL).
